VovSoft Screen Reader

This is a simple utility for blind or visually impaired users. It includes both text-to-speech and zoom features. It tries to detect any text where the mouse cursor is on and read it aloud. It is precious when the user interacts with any Windows application. Users can choose between installed speech engines and adjust the speaking rate.
